Regional land use body reorganized

ON August 7, the regional land use committee (RLUC) was reorganized based on Executive Order (EO) 770 which provides the institutional framework for national physical planning and amends Letter of Instruction (LOI) 1350 which institutionalized land use and physical planning in 1983 and created the national land use committee (NLUC). The NLUC was created to provide a venue for discussing matters on land use and physical planning and resolve issues related to policy conflicts among national government agencies. By virtue of EO 770, the NLUC is now elevated to a National Economic and Development Authority (NEDA) board committee empowered to provide advice to the President and the NEDA board on all land use and physical planning matters. EO 770 also provides for the strengthening of the RLUC with a replicated NEDA board (NB)-NLUC membership composition. A landmark enhancement of this new composition is that EO 770 now requires the inclusion of two private sector land use experts in the committee. As it mirrors the membership composition in the NB-NLUC, the reconstituted RLUC will be reconstituted as special committee of the Regional Development Council 11, the highest policy-making body in the region and will have the regional director of NEDA 11 as chairperson, with the following as member-agencies: DENR 11, DAR 11, DTI 11, DPWH 11, DOTC 11, DOT 11, DILG 11, DOJ, DOST 11, DOE 11, HUDCC/NHA, NCIP 11 and the presidents of the League of Provinces, Municipalities and Cities, and the two (2) private sector representatives who will be selected from among qualified local nominees.
