Cite 20-pt. Minda agenda for Noynoy to consider

Various groups supporting Sen. Benigno “Noynoy” C. Aquino III for President have crafted an action agenda of about 20 significant advocacies that they believe the next President of the country should champion.
The so-called 20-point Mindanao Action Agenda was presented by Ednar G. Dayanghirang and Dato Mussolini Sinsuat Lidasan, co-convenors of the Mindanawons for Noynoy Movement during last week’s Kapehan sa Dabaw at SM City Davao.
Dayanghirang said their groups are expected to present the agenda to Senator Aquino anytime soon.
“We realize that Senator Noynoy may not agree with the agenda 100 percent, that’s why we are prepared to discuss this document with him and negotiate as part of the democratic process,” Dayanghirang said.
The 20 points are:
1.    Good Governance in government (local and national) and the private sector.
2.    Resolve the armed Mindanao Conflict with MILF, NDF, Abu Sayyaf and other armed groups through the widest participation of the Mindanawon community( private, local and national governments), and ensure Security for Mindanawons.
3.    Alleviation of Poverty through an agriculture-led Mindanao development, Jobs Generation  and Food Sufficiency strategies.
4.    Empower Indigenous People (First People) of Mindanao which will include:
•    Survey and awarding of all Ancestral lands;
•    Full Implementation of IPRA including  in the ARMM provinces;
•    Amendment and strengthening of the IPRA law to ensure the highest level of control of the IP’s over their ancestral lands;
•    Ensure IP representation in all levels of government; and
•    Inclusion in the curriculum of IP history, culture and rights.
5.    Shift to a federal system of government and/or genuine autonomy for Mindanao.
6.    Accelerate the implementation of priority infrastructure projects.
7.    Reliable and affordable power supply in Mindanao.
8.    Pro-people and pro-environment natural resource utilization and management.
9.    Liberalize the shipping industry and reduce domestic shipping costs.
10.    Reliable and affordable water supply for all Mindanao communities.
11.    Mindanao as a hub for e-services in the BIMP-EAGA.
12.    Strengthening of the Technical and Vocational Education Training (TVET).
13.    Affordable housing for all.
14.    Generics law on the agricultural chemical industry.
15.    Strengthening of the public health system to ensure health for all Filipinos.
16.    Free quality and responsive public education at all levels.
17.    Uphold and promote the rights of children, women, elderly and the labour sector.
18.    Strengthening of the micro, small and medium enterprises (MSME’s).
19.    Ensure easy access and availability of micro credit and financing.
20.    Strengthening of the Judiciary to ensure delivery of justice to all.
Aside from Dayanghirang and Lidasan, other leaders of pro-Noynoy groups also participated in discussing the issues. They were Mario Balbin, chairman of NOYPi Vismin;  Marian Tecala, chair of All Out for Noynoy (ALLON); Crisanto Coritao, founder of the Calinan Mountainers for Noynoy; and Michael Israel, chair of K’NA.
The groups said that they are for Noynoy for President and will campaign hard for him and they will have nothing to do with his vice presidential and senatorial candidates.
Lidasan said that they are against Sen. Mar Roxas, Noynoy’s vice presidential bet, because Roxas fought against the aborted Memorandum of Agreement for Ancestral Domain (MOA-AD) between the Moro Islamic Liberation Front and the Government of the Republic of the Philippines.
