LRA presses conversion of land tittles to E-titles

Landowners are encouraged to convert the hard copies of their land titles to electronic titles (e-titles) as the Land Registration Authority launched its data conversion  activity that is guaranteed to provide  better security to title owners against loss of copies.

The data conversion  is one of the major components of the Land Titling Computerization project, which was implemented to LRA to modernize the operations of the LRA Central Office and Registries of Deeds to further protect and secure the Torrens System of Registration.

Amelia Respecio-Samarita, record officer II of the Register of Deeds, said yesterday during the Kapehan sa Dabaw at SM City that the authority encourages all owners of titled properties and parties with registered interest on title lands to ensure that their titles have been digitalized or scanned.

“The general public is hereby notified that by September 30, 2018, the LRA and RD shall complete the digitalization and scanning of all manually-issued Certificate of Title in their records,” said Respecio-Samarita.

She added that the digitalization and scanning activities of titles shall be discontinued in all LRA’s offices.

Respecio-Samarita said that manually issued titles that have not been digitalized and scanned upon the lapse of September 30, deadline shall remain to be valid and effective.

“Landowner may request for Certified of True copies at RD where your titles is registered or at any computerized RD nearest you via LRA’s Anywhere-to-Anywhere-Services,” she said.

Virgilio delos Reyes, land registration examiner II, meanwhile said that the program will provide title owners the option to upgrade manually-issued titles into more secure, accessible and digitalize titles.

“Landowners need not worry because the processes and transactions will be faster and easier, and this is our way to start maximizing technology and its benefits,” said delos Reyes.

He added that copies of the titles will be stored in their independent database allowing better security against fraud, tampering and loss.

“The Data Conversation is undertaken to ensure that the title records of the RD are easily accessible and that copy is electronically preserved and backed-up securely for future reference,”  said delos Reyes.
