Mayor Sara Duterte-Carpio challenged newly-installed commander of Task Force Davao Col. Darren Comia to continue the implementation of the culture of security in Davao City during the change of command on July 6, 2021.
The mayor challenged him that there should be no terrorism incident and to continue the legacy of Col. Consolito Yecla on the Culture of Security program, which is a people-centered campaign that encourages Dabawenyos to adopt vigilance as their way of life. The campaign “May Nakita? Dapat Magsalita!” is an order encouraging Dabawenyos to adopt the Culture of Security as part of their way of life.
The Culture of Security was conceptualized and launched by the city government of Davao and Task Force Davao (TFD) on July 1, 2020 to ensure that bombing incidents in Davao City will not happen again.
Through the campaign, Dabawenyos are urged to volunteer themselves for inspection and help in the implementation of security measures in the city; report all suspicious persons and activities in their community; remind friends and family of all the security regulations within Davao City; and participate in implementing the culture of security within their workplace, school, purok, subdivision and to be an active part of their community defense system.
“Isa lang ang measure sa isa ka Task Force Davao commander dili na kaayo daghan na. Ang measure sa usa ka TF commander is kung dunay insidente, terrorism incident na mahitabo during his stint as TF Davao commander. He will be a failure kung naay mahitabo na terrorism incident diri sa atoang siyudad sa Davao. So mao rana ang measure because TF Davao was created because of terrorism incident particularly the twin bombing incident in 2003. So mao rapud na ilang trabaho gyud,” the mayor said when asked about her message to the new TF Davao commander.
Mayor Sara also expressed her gratitude to Yecla for his service and described him as a very intelligent, very resourceful and always at the top of his class whatever class he takes.
“For this day will be a message of gratitude to Col. Yecla because i-introduce lang nako sa inyuha if wala mo nakabalo sa atong sa atong TF commander, he (Yecla) is the longest serving TF commander in the history of TF Davao. Tungod pud siguro ni pud na niabot ang pandemya so nadugay siya dinha because everyone was busy with the Covid-19 response nationwide dili ang diri sa Davao. One thing I notice sa iyaha is dili siya nagahulat na suguon siya unsa iyang buhaton. He sits down, he thinks about the situation and he acts on what he thinks is needed to be done as part of the anti-terrorism operations of TF Davao to protect Davao City. As an example, when he saw na atong vaccination centers and atong mga swabbing centers are potential target of terrorism, he made sure TF Davao is present in these areas to focus on anti-terrorism. He’s that kind of thinker and a doer. So mao na siya atong outgoing TF Commander and we thank him for his hard work and his service to our country,” the mayor said.
Yecla will be the new commander of the 1003rd Infantry Brigade.
