The Davao Light and Power Company is seeking the assistance of the regional office of the Department of Social Welfare and Development (DSWD 11) to get applicants from the Pantawid Pamilyang Pilipino Program (4Ps) to enrol in its Lifeline Rate Subsidy campaign.

Targeted to be implemented next month, the lifeline rate provides a discount on electricity bills of low-income customers whose monthly electricity consumption is 100kWh or below. The subsidy is based on the level of discount set by the Energy Regulatory Commission (ERC) and is applied to the generation, transmission, distribution, supply, metering, and systems loss charges only.

DLPC president and COO Rodger S. Velasco shared on Wednesday that DLPC is facing challenges in campaigning the said program because of the new rules set by the ERC.

“Sauna ang rule if maka consume ka ug 100 kilowatt-hour and below, lifeline ka. Karon giusab ni ERC, kato ra gyung mga naay gi define for example 4Ps ug mao ra na sila ang maka avail. Ang among gihimo karon nakig engage mi sa DSWD 11 kay sila ang naay data for 4Ps ug para sila mu-assist sa mga 4Ps na mu-register aning Lifeline Rate Subsidy,” he said.

Velasco said their challenge is reaching out and campaigning for them (4Ps) to apply to the program.

“Probably wala gyud mag-abot sa ilaha ang among campaign. Ang pinaka targeted namo nga makatabang sa amo is DSWD kay naa man sila’y regular engagement sa mga 4Ps,” he said.

ERC has suspended the implementation scheduled this month and opted to extend the registration. The implementation of the program was moved to September this year due to the low number of applicants.

“Kinahanglan siya aplayan. Naa mi ongoing registration and we will do some agressive advertisement and marketing para mangaplay kaning supposedly beneficiaries. Magpatabang mi sa DSWD,” Velasco said.

The implementation of the Lifeline Rate Subsidy is based on Republic Act 11552, entitled “An Act Extending and Enhancing the Implementation of the Lifeline Rate.
