Several DPWH 11 projects in Davao City suspended due to RROW issues

Department of Public Works and Highways 11 (DPWH 11) spokesperson Dean Ortiz on Friday revealed that a big percentage of DPWH projects in Davao City from 2020 to 2023 were suspended due to Road Right-Of-Way (RROW) concerns.

Ortiz said that the agency is still awaiting for settlement between DPWH and the affected property owners or affected structures.

Ortiz presented an overview of DPWH 11’s projects implemented in Davao City in the special session of the City Council on Friday.

For the 2023 regular infrastructure program, as of February 29, 2024, DPWH 11 has a total of 31 projects in the city: 12 in the First District, 13 in the Second District and six in the Third District.

These projects have a contract amount of P4.12 billion.

“Allocation is the overall cost of the project that includes the Right-Of-Way (ROW) funds,” he said.

For the actual civil works, it’s only P4.12 billion wherein five projects are ongoing, 24 projects are suspended due to RROW problems, and two have been completed. With this, DPWH 11 has a total accomplishment rate of 64.23 percent.

For the 2022 regular infrastructure program, DPWH 11 has a total of 52 projects amounting to P9.89 billion. Of these projects, eight are ongoing, 27 are suspended due to RROW issues, and 17 are completed with a total accomplishment of 78.53 percent.

“27 are suspended due to RROW or obstructions on-site which includes utilities such as DLPC, DCWD pipelines, etc,” Ortiz said.

For the 2021 regular infrastructure program for the three districts, DPWH 11 has a total of 61 projects amounting to P12.19 billion wherein three are ongoing, 14 are suspended due to RROW issues, and 44 are completed.

“We have an accomplishment rate of 93.39 percent,” Ortiz said.

For the 2020 infrastructure regular program, DPWH 11 has 72 projects amounting to P12.27 billion wherein two are ongoing, 17 are suspended due to RROW, and 53 are completed.

DPWH 11 noted an accomplishment rate of 92.68 percent.

“This is an overview of what we have been working on for the past four funding years and you can see that a big percentage of the projects are suspended or some are partially suspended because of RROW problems. That is why marami tayong nakikitang projects hindi pa natapos because until now we are still in the process of negotiating or some of them have already been funded but we are still awaiting settlement between the DPWH and affected property owners or affected structures,” Ortiz said.
