Former President Rodrigo Duterte accused on Monday evening President Ferdinand Marcos Jr. and House Speaker Martin Romualdez of squandering the people’s money causing “hemorrhage” to the country.
Duterte cited the transfer of funds belonging to the Philippine Health Insurance Corporation (PhilHealth) to the National Treasury.
“Ang mas mabigat na problema na dapat malaman ng mga Pilipino is nag-hemmorhage ang country. Pati yung PhilHealth na hindi sa gobyerno, contribution natin yan kasi pag magpaospital ka doon yung may pambayad ka depende sa category/rates mo. Para paglabas mo wala ka ng babayaran,” Duterte said.
According to reports, out of the P89.9 billion ordered by the Department of Finance (DOF) to be trasferred by the PhilHealth to DOF, the agency already moved P60 billion: P20 billion on May 10, P10 billion on August 21, and P30 billion on October 16.
The last tranche, which is worth P29.9 billion was set to be transferred in November.
“Ang ating PhilHealth funds na pinatransfer nila was about P89 billion. P29.9 billion na lang ang natira. Paano yan. Bakit nila pinakialaman? Huwag ninyo pakialaman yan kasi hindi yan inyo. Nasaan ang pera namin? That is the most dangerous at dapat stop yan. Government is malversing the money of the people. Ginamit mo yung pera, even Congress cannot do that. Trust fund yun eh. Galing sa inyo (taumbayan) pati sa akin. Contribution yun para pagmagkasakit na ng cancer sa uterus, may pang opera ka,” Duterte said.
Duterte also mentioned the controversial Maharlika Wealth Fund (MWF) wherein a total of P250 billion in startup investment will come from Government Financial Institutions (GFIs) such as the Government Service Insurance System (GSIS), Social Security System (SSS), Landbank of the Philippines, and Development Bank of the Philippines. This will be supplemented by annual contributions from the Bangko Sentral ng Pilipinas (BSP), DOF, and other sources.
“Inuna nila ng GSIS ng P62.5 billion. Yan pera ng empleyado ng taga gobyerno. Sa mga trabahante yan, housing loan ka, ito binigay para ayuda. Ang mga miyembro nito hindi na maka loan, enrolment ng mga bata, mahihirapan na dahil magkakaroon nito ng anomaly sa flow, ang SSS kinuha rin P62 billion, private din yan, para sa mga empleyado, LBP is P62 billion, DBP P62 billion,” he said.
Duterte said the Marcos administration had no major projects and that most of the budget went to “ayuda” only.
“Ang gobyerno na ito walang projects. Maintenance na lang kasi, ayuda or AKAP at TUPAD. Naubos ni Romualdez. Si Romualdez congressman lang pero left and right ang pamigay niya. Susmaryosep, Ginoo Romualdez, maawa ka naman sana sa amin,” he said.
