The City Government of Davao issued on December 23, 2024 an executive order to strengthen the enforcement of transportation regulations to curtail the increasing
incidence of overcharging and contracting of passengers by some Public Utility Vehicles (PUVs).
Executive Order 39, Series of 2024, known as An Order Creating the Inter-agency Task Force (IATF) to Monitor Public Utility Vehicles in the City of Davao provides for the creation
composition, duties and functions, secretariat, funding and operating expenses of the IATF.
Based on Section 1, the IATF shall be chaired by the City Mayor or his duly authorized representative.
The members are the Land Transportation Franchising and Regulatory Board (LTFRB) XI, Land Transportation Office (LTO) XI, City Transport and Traffic Management Office (CTTMO), Philippine National Police- Traffic Enforcement Unit, City Planning and Development Office (CPDO), Civil Aviation Authority of the Philippines (CAAP), City Information Office (CIO)-Davao City Reports (DCR), Davao City Overland Transport Terminal (DCOTT), Sangguniang Panlungsod- Committee on Transportation and Communications.
Based on Section 3, the primary duty and function of the IATF is to create a streamlined and coordinated inter-agency that will identify and address issues and concerns related to PUV drivers and operators in Davao City.
They will also handle passenger complaints of overcharging, contracting, refusal to render service or convey passengers to destination, and abusive or reckless driver behavior and refer it to the concerned/implementing agency/ies.
They will oversee and ensure that the PUV drivers and operators comply with the existing laws and policies on road safety and public transport operators.
Part of their function is to coordinate with other concerned government offices and agencies in addressing the issues and concerns related to PUV drivers and operators.
They will provide the expertise and technical support of their respective offices to the IATF-PUVs.
The IATF-PUVs will conduct regular monthly meetings as may be necessary and perform such other functions as the City Mayor may order from time to time.
Based on Section 4, the CTTMO is directed to serve as the IATF-PUVs Secretariat. The office will be tasked to handle all administrative and secretarial functions of IATF. The LTFRB shall also provide support to the Secretariat at all times.
