DENR gets NEDA’s good practice award

Reforms in land titling, land valuation and capacity building introduced by the Department of Environment and Natural Resources (DENR) are beginning to bear fruit after the project received the 2012 Good Practice Award from the National Economic and Development Authority (NEDA).
The DENR’s Land Administration and Management Project (LAMP) called “LGU-led Land Titling Through Systematic Adjudication” bested 17 other entries under the Strategies for Achieving Outcomes category for its achievement of results, innovativeness, replicability, sustainability and social acceptability.
“We are very much grateful that our efforts in introducing reforms in the land management sector, including systems we have developed in land titling, land valuation and capacity building that are responsive to the needs of our people, are being recognized,” said DENR Secretary Ramon J.P. Paje.
The LAMP project highlighted the government’s partnership with local government units (LGUs) in improving the processing of public land applications.
Also called LGU-led titling, it has significantly improved survey and titling on the ground by involving the LGUs and the community as active players and not just beneficiaries.
This new and participative arrangement was first tested in Bayawan City, Negros Occidental, and was soon replicated and adopted by the municipalities in Bohol. The provinces of Leyte, Bukidnon, Cebu and Ilocos Norte have also adopted the strategy.
To further pursue the objective of Republic Act No. 10023, entitled “An Act Authorizing the Issuance of Free Patents to Residential Lands,” the DENR issued in 2011 an administrative order prescribing the guidelines for the implementation of public land titling in partnership with the LGUs, using the improved systematic adjudication approach.
The directive aims to promote and strengthen the partnership with LGUs as it provides for the creation of land management council and offices at their level to prepare them for stronger engagement in land administration and management in the future.
To boost this, a memorandum circular was issued by the Department of the Interior and Local Government enjoining the LGUs to support its objectives.
NEDA’s 2012 Good Practice Award aims to recognize good practices employed in the implementation of the Official Development Assistance or ODA-assisted projects.
LAMP is a long-term commitment of the Philippine government to address poverty alleviation and promote economic growth through secure land tenure and equitable property valuation.
Aside from addressing the issues and fundamental problems in the land sector, the project also introduced and developed innovations and technologies to expedite titling procedures through cadastral surveys, systematic adjudication, land information, and land records management, thus putting integrity to land titles.
