COUNCILOR Pilar C. Braga, chairperson of the committee on energy, transportation and communication of the Davao City Council will look into the reported rate increases applied for by the National Power Corporation (Napocor and Davao Light and Power Company (DLPC).
Braga said as a major driver of the economy, electricity must not always be available but also affordable to consumers.
The city councilor recalled that Napocor increased its generation charges starting with its billing for the period from February 26 to March 25 by 71.47 centavos. This was reflected in the DLPC bills starting the month of April.
On the other hand, DLPC recently applied for an increase in its distribution charges, under ERC Case # 2009-041 RC. Once approved by the Energy Regulatory Commission, the billing of DLPC will increase the residential rates by P 1.19 per kwh.
Braga said she will call for a committee hearing regarding this matter in aid of legislation.
The Napocor will again increase its rates once the ERC approves the petition of the Power Sector Assets and Liability Management Corporation (PSALM), under ERC CASE # 2009-047 RC, to recover the stranded debts of the Napocor, in the amount of 30.49 centavos per kwh, which Councilor Braga is vehemently opposed to.
The ERC will hear the PSALM application here in Davao City on October 1-2. Councilor Braga called on the city government and citizens to attend this hearing.
