PRO 11 tops in ‘internal cleansing’

The Police Regional Office (PRO) 11 remains on top among other Philippine National Police (PNP) offices nationwide in tracking down personnel doing irregularities in the respective duties.

This is backed by the data provided by the Discipline Law and Order Section (DLOS) which posted an 83% resolution efficiency on the administrative cases handled this year against erring police officers.

Newly-installed PRO 11 regional director PBGen Filmore B. Escobal disclosed this as he stressed that his supervision is anchored primarily on the “internal cleansing” following the order of President Rodrigo Duterte.

Escobal said a total of 261 cases were filed against erring personnel in this year alone wherein 215 of which were already resolved and the remaining variance of 46 are yet subject for resolution. 

“As of now, we have 82.3% resolution efficiency and we have until December to resolve them,” Escobal said, adding that with these cases, there were 4 Police Commissioned Officers (PCO) and 43 Police Non-commissioned officers were penalized.

“We are sincerely doing all of these, because we do not like to stain the reputation that we hold, more so in causing stains in the organization. Lalo na ngayon that the PNP is now under public scrutiny amid controversies of “Ninja Cops” in Luzon. We have to regain the trust and confidence of the community and we do not like the misfits to influence the others.” RD Escobal said.

However, out of the 261 cases, 119 personnel have also been exonerated or acquitted for their offenses, and 12 others had their administrative cases dismissed for lack of probable cause.

From July 2017 up to October 23, 2019, PRO 11-DLOS and the Regional Internal Affairs Service XI recorded a total of 825 cases, where 779 or 94.4 % were already resolved this year and with 360 personnel were penalized. 

The data also showed that of the penalized personnel, 61 have been dismissed from service, 21 have been demoted, and most personnel or 221 have been suspended.

Meanwhile, 2 have been forfeited of their salary, 46 have been reprimanded, and 9 have been restricted.

“All those penalized have been withheld of their privileges including incentives and bonuses,” RD Escobal said. However, he clarified that not all personnel with administrative cases were scallawags. “May mga pagkakataon na nakakasuhan ang mga pulis dahil sa yung tinatawag na spur or heat of the moment na maaring nagkasagutan, or nakasuhan sila dahil sa parang counter-charge harassment and minsan dahil sa pagkakaroon ng pagkakamali sa procedures.”

Among those cases filed were Grave Misconduct, Less Grave Misconduct, Simple Misconduct, Grave Neglect of Duty, Less Grave Neglect of Duty, Simple Neglect of Duty, Serious Irregularity in the Performance of Duty, Gross Incompetence and Conduct of Unbecoming.

The Police Regional Office 11 further encouraged the public to use their Police local hotline numbers to provide speedy police response to citizens’ complaints and reports on incidents in their areas involving misbehavior or illegal activities of PNP Personnel to help us in the internal cleansing program.
