The Davao City Council will craft an ordinance to punish recruiters of extremist terrorist organization Islamic State of Iraq and Syria popularly known as the ISIS group and its other affiliated lawless armed groups.
According Vice Mayor Paolo Z. Duterte, the ordinance will be called “An ordinance punishing the act of recruiting and membership to ISIS and to their allied terrorist groups including those professing support thereto, manufacture and distribution of propaganda materials and failure to report ISIS related activities to law enforcement agencies.”
Currently, the said ordinance will undergo committee hearing under peace and public safety committee chaired by Councilor Nilo Abellera, Jr. and hopefully be will be on first reading before the council in two to three weeks’ time.
“Gidali namo na kay threat na karon sa atoa. Kung mahimo nang ordinance, ma monitor dayon nato hantod sa barangay level,” Vice Mayor Duterte said in an interview on Tuesday.
Pulong said that anyone who will violate the said ordinance will be obliged to pay a penalty of P5,000 and one year of imprisonment.
The ISIS group also called the Islamic State of Iraq and the Levant (ISIL) is a Jihadist militant group in Iraq and Syria that follows a fundamentalist Wahhabi movement. The group was the alleged perpetrators of the recent terror attacks in Manchester and London, United earlier this year.
On May, President Rodrigo Roa Duterte said that the Maute group, who occupied Marawi City on May 23 are affiliated with the ISIS terror group.
Other upcoming ordinances for security
Pulong further revealed that two other ordinances to beef up security are now on the line. One is penalizing owners of unattended bags and backpacks in places and the other on possession of fake IDs.
“All packages and boxes dapat pagsulod sa terminals, naa gyud pangalan, address, everything. Kung nabiyaan ninyo unya dili mo ma contact, muabot ang bomb squad, diha pa na claim, ma penalize mo,” he said.
However, the vice mayor said that these ordinances are still on further study in order to prevent violation of human rights of citizens.
The said ordinances, according to the vice mayor were consulted with Davao City Mayor Inday Sara Duterte-Carpio.
