The National Union of Career Executive Service Officers (NUCESO) has seen no problem on the implementation of Republic Act 11032 the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 in some government offices even if numerous government contractual employees will be laid off next year.
NUSECO president Undersecretary Rosalina Bistoyong said in a press briefing here in Davao City, the operation of every government offices does not depend to their employees who are under contract of service.
“Ang contract of service po natin as I said, support staff po sila. Ang nagpapatakbo po ng mga programa ay yung ating mga third level officials who are supposed to be the managers at different levels (Our contract of service employees are just our support staff. The real person who really lead government programs and its operations are our third level official who are the managers at different levels), ” he said.
Bistoyong refers the managers to the undersecretaries, assistant secretaries, regional directors, assistant regional directors and even provincial directors who are appointed by the president.
When asked how to address the delays on services due to lack of manpower of every offices, she said there are other ways that could make an efficient government service with a minimal personnel such as the use of information and communication technology (ICT).
“Marami po tayong sistema na maaring i put in place para di lang po tayo magde-depende sa human resource. Meron po tayong paraan kung paano nating mapupunan ang kakulangan in delivering services (We might install systems so that we will not depend more on human resource. We have ways how could patch up the gap in delivering the services),” she said.
Bistoyong said other countries such as Singapore is now using ICT and paperless transaction which the country might copy all people will be served.
She said there might be guidelines from the Civil Service Commission and Department of Budget and Management with regards to the adjustment the offices will be doing.
