Rep. Pulong wants agricultural livelihood programs for PDLs

Even persons deprived of liberty (PDLs) deserve a slice of life.

Davao City First District Representative Paolo “Pulong” Duterte filed House Bill 3541 requiring correctional facilities in the country to implement voluntary “agricultural livelihood programs” for persons deprived of liberty (PDL).

Rep. Pulong’s proposal aims to address the meager funds for food allocation for the PDLs.

According to the lawmaker, under the 2023 General Appropriations Act (GAA), the “food allowance” of detainees in various prisons in the country is only P70 per day.

With Rep. Pulong’s proposal prisoners will be assured of healthy food while the harvest or product from their crops can be sold to generate income.

The proposal also indicates that the proceeds will be included in the Prison Agricultural Revolving Fund while the PDLs who will participate in the program will be given a “minimum wage rate.”
