Typhoon ‘Kabayan’ causes heavy flooding in Davao Oriental town, Davao City suspends classes, work

Tropical Depression (TD) “Kabayan” made landfall in the municipality of Manay in Davao Oriental on Monday, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said.

“Kabayan” brought heavy flooding in the eastern costal town and other areas in the province.

Rescue teams from various local government units (LGUs) and agencies conducted rescue operations in multiple areas throughout the province.

Residents of Sitio Libtong, Barangay Central in Manay were rescued and evacuated by the personnel from the Bureau of Fire Protection (BFP).

Meanwhile, the Lamiawan Bridge in Barangay Lamiawan, Caraga, Davao Oriental, collapsed due to the strong currents of the Lamiawan River brought by massive amount of floodwaters from the upland.

The Lamiawan Bridge is the only route from the Poblacion area to Barangay Pichon, home of the Mandaya communities, including Sitio Sangab.

Mati City Mayor Michelle Nakpil Rabat ordered the suspension of classes and work in the City of Mati as per Executive Order No. 107 series of 2023 due to Typhoon Kabayan.

Rabat suspended the classes in the preschool, elementary, and secondary levels of public and private schools and work in all government and private offices in the City of Mati as a precautionary measure because of the continuous heavy rains.

On the other hand, Mayor Sebastian “Baste” Duterte also suspended the classes and work in Davao City through Proclamation No. 11 Series of 2023, “declaring the suspension of classes in all levels of public and private schools and the suspension of work in government offices in Davao City” on Monday due to tropical storm “Kabayan”.

The mayor also declared that work in all national and local government offices, including government-owned and controlled corporations in Davao City, except for offices performing safety and security, health, social services, and disaster and emergency response services, are hereby suspended.

He also stated that private offices and establishments are given the discretion to suspend work or adopt work-from-home (WFH) arrangements, but are encouraged to do so for the safety and convenience of their employees.
