FPRRD tells PBBM: You are veering towards a more authoritarian gov’t

Former president Rodrigo Duterte on Thursday night warned President Ferdinand Marcos Jr. that he is not following democracy and is veering towards a more authoritarian government.

“Mr. President, hindi mo na sinunod yung demokrasya and you are veering towards a more authoritarian (government). Mahirap iyan. I am just warning you. Ako, isa talaga sa hindi papayag. Kung magtatanong ka what I intend to do, I will raise hell one day and I would ask the military and the police to join me not to force you out of office but we will just air our sentiment for you not to forget that the Philippines is a democratic state,” Duterte said in a press conference in Davao City.

The former president made the statement as reaction to the 60-day preventive suspension order against Davao del Norte Governor Edwin Jubahib on Tuesday.

“You must remember that Kuya Gov Edwin Jubahib has been elected by the people of North Davao. Itong nangyari kay Gov. Edwin Jubahib, na basta na lang pinaalam sa kanya na umalis ka, it violates the due process of law. Very important iyang “no person shall be denied the equal protection of the Constitution. Tatanggalin mo ang tao mo na walang rason. We have to respect the will of the people of North Davao. For respeto naman,” Duterte said.

Duterte clarified that he doesn’t intent to fight with Marcos but just telling the President that he did lots of things that weren’t right.

“Kaya nagre-reklamo ako kasi alam ko and do not continue committing so many mistakes because one day puputok yan. Maniwala ka sa akin. Military is not yours, yung mga generals lang ang malapit sa iyo. Ang military nakatutok lang yan sa tao including the police, tandaan ninyo yan. Nagkamali ka, Mr. Marcos,” he said.

Meanwhile, the former president reacted to Marcos’ statement that he is ‘horrified’ by the “gentlemen’s agreement” between Duterte and Chinese President Xi Jinping.

The agreement concerns the grounded vessel BRP Sierra Madre in the West Philippine Sea.

Duterte admitted that he had agreed with Jinping to maintain the status quo in the West Philippine Sea.

“Aside from the fact of having a handshake with President Xi Jinping, the only thing I remember was status quo. That’s the word na walang galawan — no movement, no armed patrols there…para walang magkagulo, hindi tayo magkagulo. Yun ang naaalala ko. I do not even know the Ayungin Shoal,” he said.

Duterte said present during the meeting with Jinping was former Defense Secretary Delfin Lorenzana, former National Security Adviser (NSA) Secretary Eduardo Año, former NSA Secretary Hermogenes Esperon Jr., and his cabinet members.

Duterte said that despite the verbal agreement, “We have not conceded anything to China.”

”There might have been exchange of control over the China sea, pero those were really territorial in nature, not involving the encroachment of China in an exclusive economic zone. Iba yon….Nobody but nobody in the Philippines today, either the Supreme Court, the presidency or Congress can concede anything about territories. Hindi gawain ng presidente yan,” Duterte said.
He added that despite “being oppressed by China,” the Philippines “cannot afford a war at this time” with Beijing.

Duterte said that from his first state visit in Beijing and conversation with Xi, he knew that the Philippines could not risk escalating tensions with China.

“I said, ‘Mr. President, we would insist the China sea, or not the whole of it, but there is a part of the China sea that belongs to the Philippines…I will dig my oil there. I just want to let you know.’ Ito ang sagot ni Xi Jinping, ‘I am afraid you cannot do that…because it would mean trouble,” Duterte said.

“At ang pagka-intindi ko pagsabi niya there will be trouble, if we insist on our own way there, China will go to war,” he said.
He said he told Xi that he did not want “to spoil everything” and that “maybe we can put it off to some other day.”

“Yung put it off to some other day never came because we avoided that controversy,” Duterte said of his conversation with Xi.

The former president also challenged Marcos to repair the vessel.

Last year, Marcos said that the condition of the BRP Sierra Madre, which is a dilapidated second-world warship that serves as a Philippine Navy outpost at Ayungin Shoal, is a Filipino concern. There are also reports that the US is providing advice on repairing the vessel.

“Stop complaining and expounding on it. Do it and repair. Iyan ang sinasabi ko sa kanila. I challenge them kasi sila naman ang nasa gobyerno ngayon. Edi-i-repair nila at gumawa sila doon ng mga bahay bahay kung saan, if they are ready for that. Gawin na nila ngayon ang gusto nilang gawin. I-patrol na nila yung Philippine Navy, the gray ships and let us see that happens. Kami, takot. Ayaw namin ng gieyra. Kung sa kanya hindi magkaka gueyra because andiyan yung navy, edi gawin mo. You have the ironclad guarantee of the US navy that will all die for the Philippines,” Duterte said.

The former president emphasized he did not decide on his concerns about national security.

“I do not decide on my own when there is a critical issue at hand in front of me. I call the National Council. Kung wala akong panahon, iyan si Año, Esperon, and mga military ang tinatanong ko sa Cabinet. It’s the act of the president, correct? I will educate you, hindi akin lahat yan. I cannot make a move relative to the security of the country without asking the military and the National Security Council. Kaya iyang agreement na iyan, kung totoo, nasabi ko na sa mga military iyan. You should not keep anything secret when you are talking about the national security,” Duterte said.

Phoenix put to a halt its two-game skid while extending the woes of winless Converge, 113-107, in the PBA Philippine Cup on Friday at the PhilSports Arena in Pasig City.

Jason Perkins stuffed the stat sheet with a double-double of 26 points, 13 rebounds, and four assists, while Ricci Rivero had a share of the spotlight after putting up 14 markers in the third quarter to help the Fuel Masters gain the lead from a 50-all deadlock after two quarters.

Perkins acknowledged the help he received from his teammates in the postgame press conference, saying it was his fault that they almost lost the lead.

“Just help from my teammates, I know everybody saw the points and stuff but when we lost that lead, I think that was my fault. The cameras don’t see if I get emotional sometimes. I had bad body language. I wasn’t being the best leader,” said Perkins.

“So we lost the lead but luckily, our teammates picked it up,” he went on.

Phoenix’s Ken Tuffin also had a double-double himself, after firing 16 markers and grabbing 10 boards in the victory.

The FiberXers tried to claw their way back into the game in the payoff period and even closed in at 103-100 with a little more than four minutes left in the game clock, but a personal 5-0 run by Tuffin worked wonders for Phoenix, followed later on by a couple of foul shots — also from him — to help fend off the comebacking Converge.

Justine Arana’s 32-16 explosion and Alec Stockton’s 31-7 output were deemed futile as the FiberXers suffered the defeat.

Javee Mocon and Matthew Daves, both averaging single-digit scoring in the tourney, added 11 points each for the Fuel Masters.

The Fuel Masters now see themselves with a 2-4 win-loss card, while Converge, still in contention for a playoff spot, is at 0-7.

PDEA 11 shuts down drug den in Davao City

The Philippine Drug Enforcement Agency 11 (PDEA 11) shut down a drug den operating in Isla Verde, Barangay 23-C, Davao City on Thursday.

Together with the National Bureau of Investigation SEMRO 11 (NBI SEMRO 11), Naval Intelligence Security Group (NISG)Eastern Mindanao, and Task Force Davao, PDEA 11 conducted a buy-bust operation at the drug den operated by alias “Wheng”, who was able to elude the arrest after sensing the anti-drug operation.

The teams arrested other suspects namely Normina Pillejera Samad, and drug den visitors Eduardo Arguelles, Junjun Ayao, Ronnel Basaldan, CJ Bulaw, Orlando Gabutero, and Jelel Matuan.

Seized during the operation were 21 transparent plastic sachets of suspected shabu in different sizes weighing more or less 40 grams with an estimated value of P272,000, assorted drug paraphernalia, and the buy-bust marked and boodle money.

Cases for violation of Republic Act 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002 are being prepared against suspects.

Meanwhile, the PDEA 11 and the personnel of the Philippine National Police (PNP) also shut down a drug den in Phase 1, Purok San Jose, Martinez Subdivision, Barangay Dahican, Mati City, Davao Oriental on April 8, 2024.

Agents of Davao Oriental Provincial Office of PDEA 11 together with Davao Oriental Police Provincial Office and Mati City Police Station, conducted a buy-bust operation and dismantled a drug den operated by Kinji Esteban Sibayan.

Sibayan was arrested and one piece heat sealed transparent plastic sachet of suspected shabu worth P1,000 was confiscated in his possession.

Archie Gandeza, caretaker of the drug den, and a visitor Cerilo Naive were also arrested by the operatives.

Seized during the operation were two pieces heat sealed transparent plastic sachets with suspected shabu weighing 11 grams with an estimated value of P74,800, assorted drug paraphernalia, and the buy-bust marked money.

Davao del Norte First District Representative Pantaleon Alvarez bared on Thursday that the holding of the Hakbang ng Maisug candle lighting Prayer Rally in Davao del Norte Sports Complex in Mankilam, Tagum City on April 14, 2024 is the main reason for Governor Edwin Jubahib’s 60-day preventive suspension.

Jubahib committed 100,000 participants to the rally, which was first staged in Davao City in January this year.

According to Alvarez, on the morning of Thursday, two emissaries were allegedly sent by Special Assistant to the President (OSAP) Antonio Lagdameo Jr. to the Provincial Capitol and urged Jubahib to cancel the rally as Lagdameo would be embarrassed.

“Ang sulti niya dili daw ipadayon ang rally kay maulawan daw siya, kay siya ang SAP unya taga Davao del Norte,” he said.

Alvarez also said that the prayer rally will also put to shame Tagum City Mayor Rey Uy and Davao del Norte Vice Governor Carlo “Oyo” Uy.

“Ang tubag ni governor murag lisod na himoon. Sabi niya wala akong puwedeng ipagmalaki sa buhay, wala akong mataas na edukasyon na puwedeng ipagmalaki, wala rin akong sapat na yaman na puwede kong ipagmalaki. Sabi niya dito man lang puwede kong ipagmalaki na meron akong isang salita. Nagbigay ako ng commitment na mag host ako ng rally dito sa sports complex ng Davao del Norte,” Alvarez said.

Alvarez added that the next day Lagdameo arrived in Tagum City and called Jubahib to meet him at a restaurant to urge the governor not to continue the prayer rally, however, the governor opted not to meet him.

“Sabi ni governor, teka muna, nakita mo may maraming tao naghihinaty para makipag-usap sa akin. Sabi niya (Jubahib) bakit ko uunahin si Anton Lagdameo, itong mga taong ito may mga kailangan at may mga problema. Ang nangyari hindi niya hinarap si Anton Lagdameo,” Alvarez said.

He said Lagdameo got angry as he felt disrespected by Jubahib for not meeting him up at the restaurant.

“Sabi niya (Lagdameo) binabastos daw siya ni Governor Edwin Jubahib at hindi siya hinarap doon sa restaurant. Tapos sabi nila okay kung hindi natin makumbinsi si governor, eh di palitan na lang natin yung governor o isuspende,” Alvarez said.

Alvarez said people from the Department of Interior and Local Government (DILG) went to the capitol to serve the order but were not allowed to come in.

He said they just posted the order at the gate and 30 minutes after they left the capitol, Uy was sworn in as acting governor.

“Ginawan nila ngayon ng paraan kahit walang basehan at binigyan ng order of suspension. Nung makita ko ang order I was disappointed because yung order was signed by a former chief justice (Lucas) Bersamin. Former justice ito he should be the one to respect yung due process and equal protection of the law,” Alvarez said.

Alvarez said he advised Jubahib not to leave his office as he is a duly elected governor.

“Illegal yung order na inisyu ni Bersamin. Kasi it volated the very principles of the Constitution at saka yung assumption of office as acting governor, illegal din yan, kasi andiyan yung governor, sitting governor. Ang acting governor pag walang governor,” he explained.

He said with two governors it is expected that the employees will get confused about who to follow. He said he told the employees that the governor installed by the DILG is not a real governor because all of the actions were “ultra vires” or done beyond one’s legal power or authority.

“Hindi ko maintindihan itong administrasyon, wala namang gulo sa Davao del Norte sa pagpapatakbo ng probinsiya,” Alvarez said.

He said just a few weeks ago Jubahib was awarded with a Seal of Governance by the DILG.

“Tatangalin mo ang tao na yun who just received an award from DILG,” Alvarez said.

Alvarez confirmed that the rally on Sunday will push through “ come hell or high water.”

“Ang rally sa Sunday, ito rin ang napagkasunduan namin ng mga mayors, come hell or high water tuloy ang rally sa Davao del Norte,” he said.

Bank lending up, domestic liquidity slows in February

Bank lending of universal and commercial banks (U/KBs) grew at a faster pace in February this year while domestic liquidity growth slowed.

Data released by the Bangko Sentral ng Pilipinas (BSP) released late Thursday showed that banks’ outstanding loans, excluding those placed in the central bank’s reverse repurchase facility, went up by 8.7 percent, up from the 7.8 percent increase in January this year.

Oustanding loans issued by U/KBs amounted to PHP11.6 trillion from PHP11.5 trillion in January and PHP10.6 trillion in February last year.

The central bank said outstanding loans to residents, net of RRPs, increased by 8.7 percent in February from 7.8 percent in the previous month, while outstanding loans to non-residents expanded by 6.5 percent after growing by 9.8 percent in January.

Loans for production activities went up by 6.8 percent from 5.9 percent in the previous month.

The BSP said the increase was mainly driven by the higher lending to key sector such as real estate activities (11.6 percent); electricity, gas, steam, and airconditioning supply (11.2 percent); wholesale and retail trade, and repair of motor vehicles and motorcycles (7.1 percent); transportation and storage (21.1 percent); and manufacturing (5.9 percent).

Consumer loans to residents also grew by 25.2 percent in February, the same rate as in January, on the sustained increase in credit card and motor vehicle loans.

Domestic liquidity (M3), meanwhile, grew by 5 percent to about PHP16.9 trillion in February 2024 from 6.0 percent in January.

Rizal Commercial Banking Corporation chief economist Michael Ricafort said the issuance of the five-year Retail Treasury Bond last month likely contributed to the slower M3 growth.

“The record PHP584.86 billion 5-year RTB issuance in February 2024 would have fundamentally siphoned off some of the excess peso liquidity from the financial system and slowed down the M3 growth for the month, but would eventually be offset by the large PHP700 billion RTB maturity from March 9-12, 2024 that could be added to the peso liquidity and could lead to some pick up in M3 growth by March 2024,” he said.

He added that the slower M3 growth is still fundamentally consistent with the relatively tight monetary policy measures as local monetary authorities siphon off some of the excess liquidity in the financial system.

Domestic claims expanded by 9.5 percent from 9.9 percent in the previous month.

Claims on the private sector grew by 10.1 percent from 8.9 percent in January with the sustained expansion in bank lending to non-financial private corporations and households.

The BSP said net claims on the central government expanded by 12.1 percent from 15.8 percent due in part to the sustained borrowings of the National Government.

Net foreign assets (NFA) in peso terms rose by 3.6 percent from 4.4 percent in January.

The BSP’s NFA meanwhile grew by 5.9 percent while the NFA of banks contracted on account of lower interbank loans receivables.

The BSP said that looking ahead, it will ensure that liquidity and bank lending conditions remain consistent with its price and financial stability objectives. (PNA)

CSWDO gives assistance to Brgy 76-A fire victims

The City Social Welfare and Development Office extended help to the families affected by the April 7, 2024 separate fire incidents in Barangay 76-A.

“Ang CSWDO nag extend og food and non-food assistance, ang City Mayor’s Office nag-extend napud og food and non-food assistance and other

essentials, (The CSWDO extended food and non-food assistance and the City Mayor’s Office also gave them food and non-food assistance and other essentials),” said Jan Clarisse Perez, CSWDO Social Work Associate, and Direct Service Implementer. They were also given modular tents.

Perez said the fire, which affected 17 families in Purok 4, are now housed at Purok 4 covered court, while 90 families affected by the fire incident in Purok 26-A were housed at SIR Phase 1 Covered court and the Madrasah Mosque.

The fire incident occurred in Purok 26-A at around 1:30 pm on April 7, 2024, while the fire incident at Purok 4 occurred around 5:30 pm.

Perez said that as of noon on April 8, the CSWDO already provided the needs of the fire victims.

Other groups and agencies also extended help to the victims by coursing their help through the CSWDO and the barangay.

Perez said that their team already conducted mapping and interviewed the fire-affected families and the CSWDO is currently processing the financial assistance for them.

While waiting for financial assistance, the families will stay at the evacuation sites, while those who can rebuild on their own may start rebuilding their houses.

She added that the CSWDO has given the barangay two batches of food for community cooking and the families are also able to cook on their own after they were given cooking utensils.

Perez said that the CSWDO team will only stay at the SIR Phase 1 gym until Friday. CIO

CVO: Nearly 40k dogs get free anti-rabies in Q1 2024

The City Veterinarian’s Office was able to vaccinate 39, 834 dogs during the first quarter of 2024, serving 19, 897 clients across the city.

Dr. Ma. Corazon Sepulveda, Head of the CVO, said during the ISpeak Media Forum on Thursday that vaccination is still one of the best ways to prevent the spread of rabies.

“Importante pa rin po yung tayo ay magpabakuha, yun po kasi ang one way, ang pinakabest na paraan para maprevent natin ang rabies sa dogs and sa ating pets and even prevent rabies in humans kasi sila po yung source in the Philippines, usually ang dogs ang rabies through infected bite [Vaccination is still important as it is one way, the best way to prevent rabies in dogs, in our pets, and even in humans since dogs are the source of rabies in the Philippines through infected bites],” Sepulveda said.

During the celebration of Rabies Prevention Month on March, 19, at least 525 dogs were vaccinated with the anti-rabies vaccine, and 406 cats and dogs were castrated.

The Free Anti-Rabies vaccination and free castration programs of the CVO are part of their campaign to eradicate Rabies. Other CVO programs intended to combat rabies include the registration of pets and the conduct of educational forums on responsible pet ownership.

The CVO offers free anti-rabies vaccination at its 11 district offices from 8 am to 5 pm, Monday to Friday. The office also scheduled free castration activities every month in different barangays.

Dabawenyo pet owners may also visit its main office at the City Hall Annex on Magallanes St.

Meanwhile, the CVO also warns pet owners of possible heat strokes on pets due to the high heat index in the city.

Rep. Pulong extends aid to Davao City fire victims

Representative Paolo “Pulong” Duterte of the First Congressional District provided financial aid and relief assistance to more than 100 families affected by two different fire incidents in Davao City.

Rodrigo “Rigo” Duterte II, representing his father, led the distribution of assistance to affected families in Purok 25 and 26 Muslim Village and Purok 4 Seawall Bucana, all within Barangay 76-A on Tuesday.

Rep. Pulong’s team also distributed relief packs, containers, bottled water, and cash through the PPP program to 50 house owners, 23 sharers, 17 renters, 44 boarders, and two caretakers.

The team also served 500 hot porridges (lugaw) and provides a packed lunch for the next five days, which started on Tuesday until Sunday, April 14.

Rigo expressed gratitude for the people’s unwavering support of his father and the Duterte family. He also affirmed their family’s commitment to delivering prompt assistance to families affected by calamities and disasters.

Meanwhile, Barangay 76-A chairman Robert Olan-olan expressed his gratitude for the support provided to the fire victims.

The Davao City Social Welfare and Development Office (DCSWDO) estimated the damage costs at P1.78 million from the Muslim Village and P2.53 million from the Bucana fire incidents.

The Bureau of Fire Protection-Davao (BFP–Davao) reported two distinct fire incidents on April 7, 2024. The first incident started at Purok 26, and the second incident was at Purok 4.

The BFP-Davao said that around 474 individuals were affected by these fire incidents.

The fire victims are temporarily housed at a nearby covered court of the affected areas.

Leading developer of sustainable real estate properties Damosa Land, Inc (DLI) is eyeing to launch in May 2024 a subdivision that will showcase the developer’s sustainable initiatives.

To rise soon in a five-hectare property located on Libby Road in Puan, Davao City, Kahi Estates is DLI’s inaugural agri-residence that champions wellness and embraces multigenerational living incorporating modern Filipino architecture.

It will be an open lot subdivision with only 42 lots available for sale. The lot area will range from 550 to 600 square meters.

“We will be building a model house. Not necessarily for sale to all of our buyers but we wanted to build a house that would be a showcase to our homeowners as to what they can do in their lots,” said DLI president Ricardo “Cary” Lagdameo.

Lagdameo said they planned the project with renowned urban planner, Architect Felino “Jun” A. Palafox, Jr.

“What makes the project special to us is we really want to showcase our sustainable initiatives. A five-hectare subdivision but it would tap so many positive green attributes. For instance, the green open space. In the five hectares we only have 42 lots available for sale,” he said on Thursday.

Inspired by innovative concepts that combine agriculture and residence, the community features green and sustainable technology that fosters a harmonious blend with nature.

Lagdameo explained that the house itself has a lot of sustainability features. It is designed to provide so much airflow inside the house. The use of vegetation for landscaping of the house and the shape of the roof allows rainwater catchment.

The project has also retained the fruit-bearing trees on the property.

“When we were planning this, because the property is so beautiful, it had so many fruit-bearing trees so we planned our roads to try preserving as much as the matured trees,” Lagdameo said.

Other sustainable features are ample green spaces, tree-lined streetscapes, restoration of the native ecological communities, provision for vegetable gardens, butterfly roof design for rainwater harvesting and solar power integration, recycling of steel products, and construction of detention ponds.

“We will be using as much of whatever is inside the property as possible,” Lagdameo said.

Lagdameo said they are currently in the permitting phase.

“As soon as we secure all the necessary permits we are hopeful to start the site development in a few months. We are ready to go with site development the moment that we get our development permit,” he said.
