The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), once in place, will have more capacity to address the needs of the community in the area, a Mindanaoan legal luminary said.
Moro National Liberation Front (MNLF) legal adviser Randolf Parcasio, who also serves as Autonomous Region in Muslim Mindanao (ARMM) peace adviser, said on Wednesday that given the prospects of doubling the current P30-billion block grant to the current ARMM government to P60-billion under the BARMM platform, its capacity to deliver basic services is tremenduously enhanced.
According to the Bangsamoro Organic Law, the P60-billion grant for the BARMM will be coming from the 5 percent of the national revenue tax of the country.
“Basic services such as health, environment and agriculture will be more efficient delivered under the new BARMM government,” Parcasio said.
He downplayed the apprehensions of oppositors of the BOL speculating that the BARMM will just fuel another armed struggle once the MNLF will be seated in the new form of government.
“That has long been the apprehension since the establishment of ARMM. But there have been no proof that the MNLF abused it,” Parcasio said.
Although the peace adviser believes that the success of the BOL can be seen within two years.
“The success of the BOL will depend on those who will be serving. If these people will be able to address the problems of the delays of services, then the people will have nothing to worry then,” Parcasio said.
