Davao City First District Representative Paolo “Pulong” Duterte provided a solution to one of the major concerns that the Sangguniang Kabataan (SK) is facing by filing House Hill (HB) 10425 which seeks the establishment of SK hubs.
The purpose of the bill is to give SK enough space in each barangay so that they can properly meet or receive visitors who need their help and this is by building their own building.
Rep. Pulong said as early as the seventies, the Philippines recognized the importance of youth participation in government management.
He also said that youth participation is further strengthened under the Local Government Code by forming the Katipunan ng Kabataan and electing the chairperson and members of the SK.
“Yun nga lamang, kahit kinikilala natin ang pagiging importante ng kabataan sa ating lipunan at paghalal sa mga miyembro ng SK, wala silang matatawag na sarili nilang tanggapan o espasyo para maisagawa nang maayos ang kanilang tungkulin,” Rep. Pulong said.
This is the reason why Rep. Pulong decided to remedy this by filing HB 10425.
Under the bill, SK hubs are exclusively for SK activities such as conducting seminars, and other activities beneficial for the youth.
SK hubs can also be used as temporary evacuation centers during calamities if Sanggunian officials allow them.
“Kung ang mga barangay ay may barangay hall, dapat ring ang Sangguniang Kabataan ay may SK hub naman,” Rep. Pulong said.
