City implements digitalization of legislative process

The City Council of Davao on Tuesday commenced utilizing gadgets in the session kicking off the Legislative Information Support System Program (LISSP).

LISSP aims to make documents and information easily accessible. To implement the system, 28 computer tablets were acquired for the council members.

Councilor Bonz Andrei Militar, chair of the Information Technology Committee, said in an interview that the tablets will be used to facilitate the digitalization of legislative documents.

“Katong atong system na last time pag approve ani pagkahuman sa pag develop sa system gi introduce sa mga councilors ug nag train mi tanan kung unsaon paggamit sa system. Tanan including the members of the Sangguniang Panlungsod, digitalize na pud sila. This is not just a less paper system but also it’s a digital transformation for the whole Sangguniang Panlungsod. It is not just a session lang but the whole legislative process, ginahimo natong digitalize,” Militar said.

It is also the goal of the system to achieve less paper usage in the session.

“Sauna every supplemental budget sa session and then pa print na tanan councilors and not just councilors apil na mga secretaries sa SP. Sauna makaabot sila ug more than 700 reams of paper per month, depende sa agenda, karon with the use of technology, less than five reams na lang per month,” Militar said.

The implementation is a little delayed because the system has additional features.

“Katong pagka introduced sa system sa councilors daghan gipadungag sa mga features sa system na nakita sa councilors na kulang that is why na move ang pag implement kay naay mga additional features nga gidungag,” Militar said.

The LISSP’s upgrade complies with City Ordinance No. 0303-23, which was signed into law by Mayor Sebastian “Baste” Duterte in November 2023.

The agenda and all committee reports, attachments, and items scheduled on a particular day shall be converted to digital copies which will be flashed on screen for the viewing benefit of everyone inside the session hall,” Section 3 of the Ordinance said.

According to Militar, the public will be able to view the structured information of the past ordinances, bills, and resolutions, once the SP website is launched next week.
