Construction bodies ink MOA for contractors’ evaluation

The Construction Industry Authority of the Philippines (CIAP) through one of its implementing boards, the Philippine Domestic Construction Board (PDCB) forged a Memorandum of Agreement (MOA) with the Philippine Institute of Civil Engineers (PICE-Davao Chapter) to jointly implement the Construction Performance Evaluation System (CPES) in the region.
The signing took place recently during the 2012 Mindanao Construction Show and Conference.
Engr. Sonia Valdeavilla, Officer-in-Charge of the Philippine Overseas Construction Board (POCB) and PDCB, graced the activity and gave an overview on the scopeand relevance of CPES to the stakeholders in the construction industry.
Valdeavilla said the CPES is mandated under Republic Act No. 9184. Such law requires all procuring entities implementing government infrastructure projects to evaluate the performance of their contractors using the NEDA approved CPES  regardless of contract amount and funding source.
As provided for in the MOA, a series of trainings on CPES will be conducted in the Davao Region which started last month.
This milestone in strengthening the implementation of CPES by forging partnership with the private sector particularly in providing for the capability building of qualified evaluators is initiated through the CIAP Window Project by CIAP Officer-in-Charge, Director Jesus L. Motoomull .
“This endeavour will enhance the capability of existing CPES evaluators in different government procuring entities implementing infrastructure projects. The MOA signing was very timely to ensure the quality of the increasing number of government infrastructure projects in the region in 2012 and years ahead,” she said.
The MOA signing was witnessed by no less than Congressman Karlo Nograles, Representative of the 1st District, Representative Mark Sambar of the Pwersang Bayaning Atleta (PBA) Party-list, District Engineer Lorna Ricardo of the Department of Public Works and Highways (DPWH) and Engr. Ramon F. Allado, chairperson of the Philippine Contractors Accreditation Board (PCAB). [DTI 11]
