PBBM to distribute First Condonation Certificates in Pangasinan

LINGAYEN, Pangasinan –The municipality of Lingayen in Pangasinan will witness a historic event as it becomes the first in the country to distribute Certificates of Condonation with Release of Mortgage (COCROM) on July 19, 2024. This landmark occasion marks the beginning of a significant transformation for agrarian reform beneficiaries (ARBs) nationwide.

The distribution ceremony, to be held at the Pangasinan Capitol, will be a pivotal moment under the New Agrarian Emancipation Act, signed into law by President Ferdinand Marcos Jr. on July 7, 2023. Republic Act (RA) No. 11953, also known as the New Agrarian Emancipation Act, is set to benefit over 600,000 Filipino farmers cultivating more than 1.7 million hectares of agrarian reform lands.

According to Agrarian Reform Secretary Conrado Estrella III, the COCROM serves as proof that the government has condoned the debts of the ARBs related to their agricultural lands.

This initiative aims to provide farmers with ownership of the lands they till, paving the way for a prosperous future. Under RA 11953, P57.56 billion worth of debt owed by 610,054 ARBs, who are cultivating a total of 1.173 million hectares of land, will be condoned.

Under this law, the ARBs are exempted from estate tax and will be included in the Registry System for Basic Sectors in Agriculture (RSBSA) of the Department of Agriculture (DA) currently chaired by Marcos.

“The Comprehensive Agrarian Reform Program (CARP) beneficiaries will greatly benefit from this initiative. With their debts written off, hundreds of thousands of farmers will have additional resources for food, education, shelter, wellness, and other family expenses that they would otherwise forego,” Estrella said.

In a fitting tribute to President Marcos Jr.’s roots and the birthplace of Department of Agrarian Reform Secretary Conrado Estrella III, the Ilocos Region has been chosen as the inaugural site for the COCROM distribution. The government aims to distribute approximately 200,000 COCROMs to eligible ARBs before the year ends.

The DAR will issue the Certificates of Condonation, which will be annotated on the Emancipation Patent (EP) or Certificate of Land Ownership Award (CLOA). Once the condonation takes effect, the appropriate Registry of Deeds will register the EP, CLOA, or any other title under the applicable agrarian reform law, along with the annotation of the Notice of Condonation.

This historic event not only underscores the government’s commitment to agrarian reform but also heralds a new era of economic freedom and growth for Filipino farmers.

PBBM Pamumunuan ang Unang Pamamahagi ng Certificates of Condonation sa Pangasinan

LINGAYEN, Pangasinan — Masasaksihan ng munisipalidad ng Lingayen sa Pangasinan ang isang makasaysayang kaganapan bilang unang lugar sa bansa na magpapamahagi ng Certificates of Condonation with Release of Mortgage (COCROM) sa darating na Hulyo 19, 2024. Ang mahalagang okasyong ito ay magmamarka ng simula ng makabuluhang pagbabago para sa mga agrarian reform beneficiaries (ARBs) sa buong bansa.

Ang seremonya ng pamamahagi, na gaganapin sa Kapitolyo ng Pangasinan, ay magiging isang mahalagang sandali sa ilalim ng New Agrarian Emancipation Act, na nilagdaan bilang batas ni Pangulong Ferdinand Marcos Jr. noong Hulyo 7, 2023. Ang Republic Act (RA) No. 11953, na kilala rin bilang New Agrarian Emancipation Act, ay inaasahang makikinabang ang higit sa 600,000 Pilipinong magsasaka na nagbubungkal ng mahigit 1.7 milyong ektarya ng lupa sa ilalim ng repormang agraryo.

Ayon kay Agrarian Reform Secretary Conrado Estrella III, ang COCROM ay magsisilbing patunay na pinatawad na ng gobyerno ang mga utang ng mga ARB na may kinalaman sa kanilang mga lupang sakahan.

Layunin ng inisyatibong ito na mabigyan ang mga magsasaka ng pagmamay-ari ng mga lupang kanilang binubungkal, na magbibigay-daan para sa isang masaganang kinabukasan. Sa ilalim ng RA 11953, mahigit ₱57.56 bilyong halaga ng utang ng 610,054 ARB, na nagbubungkal ng kabuuang 1.173 milyong ektarya ng lupa, ay kakanselahin.

Sa ilalim ng batas na ito, ang mga ARB ay exempted sa estate tax at isasama sa Registry System for Basic Sectors in Agriculture (RSBSA) ng Department of Agriculture (DA) na kasalukuyang pinamumunuan ni Marcos.

“Ang mga benepisyaryo ng Comprehensive Agrarian Reform Program (CARP) ay lubos na makikinabang sa inisyatibong ito. Sa pagkakansela ng kanilang mga utang, magkakaroon ang daan-daang libong magsasaka ng karagdagang pondo para sa pagkain, edukasyon, tirahan, kalusugan, at iba pang gastusin ng pamilya na dati’y kanilang ipinagkakait,” ani Estrella.

Bilang pagkilala sa pinagmulan ni Pangulong Marcos Jr. at sa lugar ng kapanganakan ni Department of Agrarian Reform Secretary Conrado Estrella III, napili ang Rehiyon ng Ilocos bilang unang lugar sa pamamahagi ng COCROM. Layunin ng gobyerno na ipamahagi ang humigit-kumulang 200,000 COCROM sa mga kwalipikadong ARB bago matapos ang taon.

Ang DAR ay mag-iisyu ng Certificates of Condonation, na itatala sa Emancipation Patent (EP) o Certificate of Land Ownership Award (CLOA). Kapag naging epektibo na ang condonation, irerehistro ng angkop na Registry of Deeds ang EP, CLOA, o anumang ibang titulo sa ilalim ng umiiral na batas repormang agraryo, kasama ang anotasyon ng Notice of Condonation.

Ang makasaysayang kaganapang ito ay hindi lamang nagpapakita ng dedikasyon ng gobyerno sa repormang agraryo kundi nagbabadya rin ng bagong yugto ng kalayaan at paglago ng ekonomiya para sa mga Pilipinong magsasaka.
